Important Changes to Local Law 11; Cycle 7

The next Local Law 11 inspection cycle (Cycle 7) begins on February 21, 2010 and run through February 20, 2015. 2007 saw the signing of Local Law 38 by Michael Bloomberg, requiring the establishment of staggered inspection cycles for buildings requiring façade inspections. The intent was to spread out the over 12,000 inspection reports processed by the City over a three year period, allowing more time to evaluate each report and further ensure the public safety.  Consequently, the DOB adopted Rule 32-03, detailing the new staggered inspection cycle and some changes to the filing process.

The brief summary below explains the format of the new staggered filing deadlines for Cycle 7.

Buildings are divided into three groups, based on the last digit of their Block number.  You can visit http://www.nyc.gov/html/dob/html/bis/bis.shtml if you are unsure of your Block and Lot numbers).

  • GROUP 1: Block numbers ending in the numbers 4, 5, 6 or 9, require that a report be filed with the DOB between February 21, 2010 and February 21, 2012. Property managers and owners in this group will not see any difference in filing with the new staggered cycle; this group is occurring as it would have in previous cycles.
  • GROUP 2: Block numbers ending in the numbers 0, 7 or 8, require that a report be filed with the DOB between February 21, 2011 and August 21, 2012 (18 months).  Property managers and owners should take note that due to the new staggered filing cycle, the filing window for this group starts 12 months later than in previous cycles.
  • GROUP 3: Block numbers ending in the numbers 1, 2 or 3, require that a report be filed with the DOB between February 21, 2012 and February 21, 2013 (12 months).  Property managers and owners should take note that due to the new staggered filing cycle, the filing window for this group starts 24 months later than in previous cycles.
